INVITATION TO APPLY FOR ELIGIBILITY AND TO BID (IAEB)

The Municipality of Molave, Zamboanga del Sur, through its Bids and Awards Committee (BAC), invites interested bidders to apply for eligibility and to bid for the hereunder project:

Contract Duration : 60 Calendar Days
Minimum Bid Security : Php 15,610.88
Cost of Bid Documents : Php 1,000.00

Prospective bidders should possess a valid PCAB License applicable/appropriate to the project to be bid. 

Completion of the Works is required within 60 calendar days from the date of the official start of the project. Bidders should have completed in the last five (5) years a contract for works that are similar to the works that are to be undertaken under the Contract that is the subject of this bid invitation.” The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

All particulars relative to Eligibility Statement and Screening, Bid Security, Performance Security, Pre-Bidding Conference, Evaluation of Bids, Post-Qualification and Award of Contract shall be governed by the pertinent provisions of R.A. 9184 and its Implementing Rules and Regulations (IRR).

The BAC will issue to prospective bidders Checklist of Eligibility Requirements upon submission of Letter of Intent (LOI) and payment of non-refundable fee of Php 1,000.00 for the bidding documents. 

It may also be downloaded free of charge from the website of the Government Policy Board (www.gppb.gov.ph) provided that bidders shall pay the non-refundable fee for the Bidding Documents not later than the submission of their bids.

Prospective bidders shall submit their Eligibility Requirements to the BAC at the said address on or before the deadline for the submission of bids for the eligibility screening. They can also obtain the results of the Eligibility Check by the BAC at the same address.

The Eligibility Check/Screening as well as the Preliminary Examination of Bids shall use non-discretionary “pass/fail” criteria. Post-qualification of the lowest calculated bid shall be conducted.

All bids must be accompanied by a Bid Securing Declaration or Bid Security in a form of bank guarantee, cash or cashier’s check equivalent to 2% and surety bond equivalent to 5% of the ABC and valid for at least 120 days from the date of the opening of bids.

Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below. The opening of bids will proceed immediately after the time set for the deadline of submission of bids as indicated above. Late bids shall not be accepted.

The Municipality of Molave assumes no responsibility whatsoever to compensate or indemnify Bidders for any expenses incurred in the preparation of their Bids.

The Head of the Procuring Entity reserves the right to reject any and will declare a failure of bidding or not award the contract and to annul the bidding process, without thereby incurring any liability to the affected bidder or bidders. The Invitation to Bid is not an integral part of the bidding document.
